Project MUSE pricing for international public libraries (outside USA/Canada) is determined through multiple steps:

Step 1: World Bank World Development Indicators. This classification scheme groups countries into four categories based on GNI per capita: High Income, Upper Middle Income, Lower Middle Income, and Low Income.

Step 2: Additional factors considered on a case by case basis. Factors such as the population served by the library may be considered, as well as socio-political, economic, structural, and technological factors that may influence funding for libraries and education in a particular country or during a particular period of time.
